Shure is expanding its Spectrum & Regulatory Affairs capabilities with appointments in Europe. Based in France and London, the new staff join teams in the US, Germany, China and Dubai.

Led by Prakash Moorut, Global Head of Spectrum & Regulatory Affairs at Shure, the Paris team is joined by Guillaume Mascot as Senior Manager of Global Regulatory Policy to support its presence in the French and international arenas where issues related to spectrum use, and new cybersecurity and AI regulations are debated. With nearly 20 years of leadership experience in government and public affairs within multinational telecommunications companies, Mascot brings his experiemce of the European and Asia-Pacific markets to the development of Shure’s institutional strategy.

He will also be tasked with increasing Shure’s visibility in preserving cultural frequencies alongside European associations and bodies, as well as expanding the company’s sphere of influence in the Asia-Pacific and various Francophone regions around the world.

Martin Brock joins Shure as Senior Manager of Global Regulatory Policy in London to support spectrum issues in the UK, Europe and India, as well as cybersecurity and AI issues developments in the UK, US and India. He brings 20 years’ operational and policy experience from UK regulator Ofcom, where he led the development of spectrum policy for Program Making and Special Events (PMSE) and served for several years as Secretary to FM PT51, the European Conference of Postal and Telecommunications Administrations’ (CEPT) project team for PMSE frequency management.

Having overseen the introduction of dynamic spectrum access via Ofcom’s TV white spaces framework, Brock maintains an interest in the development of innovative approaches to spectrum sharing, which included project managing Ofcom’s introduction of sharing by low-power audio PMSE with aeronautical radionavigation services in the 960MHz band, a global first, and bespoke spectrum authorisations in coordination with the UK Government.

‘The spectrum is a resource that is becoming increasingly scarce, while there is a growing need for wireless audio equipment in response to the rise in high-quality content production,’ says Moorut. ‘If we want actors in the ecosystem to continue having access to this limited resource in ten years’ time, joint efforts are more necessary than ever to enable public authorities to better assess the long-term impact of their decisions. In addition to frequencies, future regulations regarding cybersecurity and AI may affect our products. All these considerations must be initiated well in advance.’

Mascot holds a Master’s degree in Political Science from the University of Lille (2004). He began his career at the European Commission before joining the Alcatel-Lucent group as Manager of European Affairs. After spending seven years at the headquarters in France, he was appointed to the position of Director of Public Affairs for the Asia-Pacific region in China, where he was responsible for government relations, successfully influencing political decisions and regulatory frameworks in support of business objectives. In 2016, following the merger and acquisition between Alcatel-Lucent and Nokia, Guillaume became Head of Government Relations for the Asia-Pacific region (including India), with the mission of enabling Nokia to access the market and develop its business through the establishment of strategic partnerships and participation in high-level events (WEF, ITU, etc.).

Brock holds a Bachelor’s degree in Politics from Lancaster University (2002). His early roles in spectrum licensing were followed by three years as ISO17025 Quality Manager of Ofcom’s technical measurement laboratories at its Baldock radio monitoring station. Also accredited by the Association of Chief Police Officers as a communications data investigator, he developed Ofcom’s related policies and advised on the application of its statutory enforcement powers ahead of the introduction in the UK of the Investigatory Powers Act 2016 before becoming Ofcom’s Spectrum Policy Manager for the PMSE sector.
